wav and mp3 files

Does anyone know a good, reliable way to convert a wav file into a mp3 file?
I downloaded a converter, but it is taking extremely long (and i know that mp3 to wav is very fast). Does it normally take a long time?

You can get Exact Audio Copy from here. It’s not only the best CD ripper in existance (rips music from audio CDs to wav), but it also allows you to set it to use external encoder, like LAME in this case for mp3, and both encode and decode files to and from mp3.
