Just believe that you can talk normally.
If you know you can’t talk well in dreams, then you won’t.

Also you can always use telepathy.
What could it symbolize? Do you feel pressured to not express yourself in some ways, in waking life?
From your other posts, I take it you have an affinity for New Agey spiritualist symbology, so how about swap the amethyst for lapis lazuli or clear quartz for awhile? Your throat chakra may be suffering from an imbalance.
If all else fails, in the lucid dream itself: switch to telepathy. I should remember to do that myself, since I have the opposite problem-- people say that I talk in my sleep with embarrassingly clear pronounciation and volume. I have to keep telling them that I take no responsibility for my SC during ND’s, so when I said, “I hate you, Anjie” I meant my own anima who takes the form of Anj and that I was being playfully sarcastic in the dream anyway and oh never mind just wait until she’s bored of being angry.
That doesn’t work… I believed that I could talk when I first tried to talk in my LD and words wouldn’t come out.
for me its less of believing i can do it as it is telling myself i WILL do it. For example, if i am having trouble doing something in a dream such as talking say to yourself “when i turn around i will be able to talk perfectly normal!” then turn around. This method has worked about 90 % of the time for me.
Of course, it’s not believing you will suceed, it’s KNOWING it.
I think mostly what causes it, is that similar issues with talking that you have when you are in SP. When you’re Lucid, you may still be aware of your real sleeping body and still trying to speak but cannot because your sleep body is in SP. I get this issue a lot, and normally don’t even speak in my LDs. I stopped trying, I noticed I waste so much energy in trying to speak that I end up waking up without getting a chance to even enjoy the dream. The times I’ve been able to talk, is when the fear of not talking was not on my mind… or even speaking in my mind and just believing that the characters will “hear” me. That might be a good work around.
I don’t even think to talk in my dreams…I’m just telepathic…or have the best body language ever…I’m like a ghost…'cause usually I don’t walk either, I just move…
it’s funny that those things would make it obvious that I’m dreaming every time, but rarely catch it.
Point being…find another way, like the game charades…make it fun if you can’t speak, then you might just start up out of frustration or success…hopefully the latter
First thing I did when I couldn’t talk in an LD. Worked perfectly.
I usually really struggle talking in LD’s. However, I noticed recently that it’s a lot easier when I’m relaxed. Normally, if I want to talk, it’s because either something bad is happening or I’m stressed or in a hurry, but if I just calm myself down, I find that it’s a lot easier.
Now that I’ve had practice talking, last night I was actually able to talk completely normally grins. Practice makes perfect
everybody else says believe that you can which is a great idea. You also might have not been lucid enough.
i have problems with talking in most of my LD’s. what you have to do is “Train” yourself to talk. talk very lightly and you will gain better talking until it is possible to scream. it is pretty easy to do.

Ive never had problem talking in dreams, its natural for me to talk
Unfortunately I cant help you how to do if youre unable to talk since I never faced this problem
Don’t know if you resolved the problem OP but if not:
I second what several people already said, confidence and by confidence I mean beleif, is key. There is no reason why you can’t talk in an LD, you just need to believe (know) that you can.
R3TRO’s suggestion is a good one and is quite effective. Since its a dream just focus elsewhere and tell yourself when you turn back you’ll be able to take.
Level of Lucidity can influence this as well, in a lower level LD you might realize your lucid, but not fully understand the implications of what this means, or have much control over the dream world. When I find myself lucid, this is always the second priority behind stabalizing the dream because at a high level of lucidity I experience much more control and also fiind it much easier to ensure that my dream last for the full half hour or more.
Well you should be able to talk naturally; if you remember you cant talk, chances are you wont be able to, but if you dont think about that and just go on as you normally would im sure you’d have no problem
Often if I have a taste in my mouth while sleeping, I will often dream of eating something related; same thing for a sore, or rasped throat, I would have an umpleasant sensation in my dream throat. So my opinion would be, when you try to speak you’re feeling your real throat being sore, and that carries over in the dream, making you uncomfortable in talking.
This problem can be bypassed, of course - it just relies on detaching from the sensations the throat is sending, and figuring out an alternative way to talk. I think one possible way would be using telepathy (ie. just thinking the words in your head) while moving the lips appropriately, this until the words you’re thinking become audible, and you can speak freely this way.
